Ho Chi Minh City continues to lead Vietnam’s digital transformation

(NLĐO) - The result reflects HCMC’s strategic orientation of identifying science, technology, innovation, and digital transformation as key drivers of growth

On October 21, the Ho Chi Minh City (HCMC) Department of Science and Technology announced that the city has maintained its position among the nation’s leading localities in the 2024 Digital Transformation Index (DTI).

Earlier the same day, the Ministry of Science and Technology released the nationwide results of the 2024 DTI assessment, conducted under two categories: one for 63 provinces and cities (prior to the administrative mergers) and another for 34 provinces and cities (after the mergers).

This approach both reflects changes in administrative structure and ensures accurate monitoring of each locality’s digital transformation progress.

Three core pillars

HCMC ranked first among the 63 provinces and cities and placed fourth in the group of 34 merged localities, underscoring the comprehensive development and expanded scale of the “mega city” following the administrative merger. 

The city also led in digital awareness and digital institutions, while achieving high scores in digital society, digital infrastructure, and digital economy.

The results reaffirm the city’s standing among the nation’s top-performing localities and recognize its efforts in the first year of implementing the new administrative model after the merger.

The 2024 DTI serves as a comprehensive benchmark, built on seven primary indicators and 47 sub-indicators, assessing local digital transformation across three core pillars: Digital Government, Digital Economy, and Digital Society.

With a maximum score of 1,000, the announced results show that HCMC ranked among the leading localities in all three pillars both before and after the administrative merger.

At the same time, maintaining a leading position nationwide in the DTI rankings during the very first year of implementing the new administrative model demonstrates the city’s unwavering efforts across its entire political system.

This achievement clearly reflects HCMC’s strategic orientation of identifying science, technology, innovation, and digital transformation as key drivers of growth.

The city has not only focused on developing strategic technologies such as artificial intelligence (AI), semiconductors, and blockchain, but also accelerated administrative reforms to foster a more conducive environment for investment.

The city’s outstanding achievements are comprehensively reflected across all three pillars.

In digital government, the city has launched unified shared digital platforms and offers 1,996 online public services, including 1,778 fully digitalized services, moving toward a data-driven, service-oriented, and efficient government model.

In digital economy, the sector contributed 22% to the city’s GRDP in 2024 and is projected to rise to 25% in 2025, underscoring Ho Chi Minh City’s pioneering role in driving new business models.

In digital society, 100% of residents now have digital identities and electronic identification accounts, providing a solid foundation for accessing public services and digital utilities.
